Perhaps a child doesn't have a solid, evolving plan for the future, relating to one or more of the following: education, relationships, work/career, housing, transportation and finances. 

Add to this, the potential for communication difficulties.  Some children, particularly in adolescence, struggle with important conversations.  They may avoid them, or not do their part to keep them respectful, constructive and productive.
